First phase of PoPP platform of RISE service successfully launched

On behalf of gematik, RISE developed and launched the first implementation phase of the Proof-of-Patient-Presence (PoPP) service. All necessary requirements, including approval by gematik, have been met. RISE was commissioned in December 2025 - and just a few months later, the first implementation phase went live.
The PoPP service is a key component in the further development of the telematics infrastructure (TI) toward TI 2.0. It enables cryptographically secured verification that a patient is involved in a specific care situation, thereby laying the foundation for secure, location-independent care services. As a core platform service of the TI, the PoPP service meets the highest standards for data protection, security, and availability.
“With the go-live of the first implementation phase of the PoPP service, we completed a challenging IT project in an exceptionally short amount of time: Only a few months passed from the start of the project to its launch. As RISE, we were able to build on a comprehensive platform for developing and operating IT services, which made this tight timeline possible in the first place. The fact that primary system vendors are now integrating PoPP use cases into their systems is an important step toward advancing the digitization of the German healthcare system while making administrative processes both secure and efficient. The first implementation phase lays the foundation for the gradual introduction of additional PoPP functionalities. The goal is to enable secure and flexible digital healthcare processes and to make modern IT applications available even outside of traditional healthcare facilities. In the future, in addition to the electronic health card (eGK), the digital identity of insured individuals (GesundheitsID) will also be usable for PoPP.
