Technology manufacturer RISE has been awarded the contract by gematik to implement the central “Proof of Patient Presence” (PoPP) service. PoPP is a central component of TI 2.0 in the German healthcare system. In the future, it will enable digital, location-independent, and cryptographically secured proof that insured persons and service providers are in a medical care context. This secure proof is required in TI 2.0 for service provider institutions to access sensitive health data and specialist services.

PoPP is being implemented in two consecutive stages: In the first phase, PoPP is being introduced in combination with the patient's electronic health card (eGK) when services are used in service provider institutions and mobile care scenarios, such as home and nursing home visits. The second stage involves the use of the eGK via the insured person's smartphone in remote care (e.g., video consultations, online pharmacy services) and the use of the health ID for on-site and remote care.

“PoPP marks an important milestone in terms of usage and technology in the digitization of the German healthcare system,” explains Dr. Mario Bernhart, member of the RISE management board. For the first time, mobile care scenarios such as home visits or telemedicine applications are also supported, as is the use of the Health ID as proof of insurance. In addition to the central IDP and the Federation Master, the new PoPP service is thus establishing itself as another central service in the telematics infrastructure.

The new service meets the data protection and data security requirements that will be necessary worldwide in the future.

The first implementation stage has already begun and will be completed by mid-2026. This will be followed by the second phase, which aims to make the PoPP service available for scenarios involving Health ID, among other things, by the end of 2026.
