RISE TI-Messenger: Start of TIM-Fachdienst and TIM-Client

Secure, privacy-compliant, cross-sector real-time communication between healthcare stakeholders

On July 15, 2025, technology manufacturer RISE received approval from gematik for the RISE TIM-Fachdienst and the RISE TIM-Client in the electronic patient record (ePA). The TI-Messenger (TIM) is an instant messaging system that enables secure, cross-sector communication in the German healthcare system. The RISE TIM-Fachdienst is operated by RISE in highly secure, certified data centers in Germany.

“With Messenger, we are expanding our TI portfolio as a manufacturer in the telematics infrastructure sector. Once the practice, hospital, or health insurance company has given its approval, insured persons can contact them securely and easily to clarify important questions or exchange documents. This will greatly simplify communication between all parties involved,” explains Johannes Harms, program manager at RISE. “We are also creating a reliable, powerful basis for the next stages of development of the TI-Messenger. Large institutions have different requirements for the TI-Messenger than smaller institutions or practices. Thanks to our experience with TIM, we will be able to offer a solution in the future that is tailored to the needs of both small and very large institutions.”

In the first step, RISE, together with its partner BITMARCK, integrated the TI-Messenger directly into the electronic patient record app for around 25 million people with statutory health insurance. In addition, RISE TIM is also available to private health insurance companies for integration into their systems and apps. Standalone solutions are also possible, enabling broad use across all user groups.

In the next step, RISE will enable cross-sector communication for additional user groups. Experience from a broad user base will flow directly into this further development. This is to ensure that RISE TIM not only meets current requirements, but also withstands future challenges and enables secure and seamless integration for manufacturers of practice management systems (PMS/PVS) and hospital information systems (HIS/KIS).

In further expansion stages, RISE will add AI-based functions to the TI-Messenger. This will be based on RISE's technical integration expertise and supported by an experienced AI team at RISE, which has many years of expertise in the development of practical AI components. AI functions can automate processes, optimize workflows, and create measurable added value for insured persons, service providers, and cost bearers with intelligent chatbot solutions.
